We advocate deciding early on a minimal feature set that represents your 1.0 release (aka the pilot).  This is what is referred to as creating a Minimum viable product (MVP).

The goal of the MVP is to start collecting customer feedback as soon as possible so you know if you’re building something your customers will actually use.  With the MVP you can gather feedback quickly and ensure that you’re investing your resources in the right features.
